Abu Dhabi has a large and active police force,

Obtaining a driver's license
When you have your UAE residence visa you are able
to convert/apply for your UAE driver’s license.
Nationals
of certain countries can automatically convert their
home country license as long as the license is
valid.

police enforce a strict zero tolerance policy
